    Definitions of occupier and site owner

    • The Caravan Sites and Control of Development Act 1960 refers to a site owner as an 'occupier'.

    • The Caravan Sites Act 1968 refers to both renters and owner-occupiers of mobile homes as 'occupiers'.

    • The Mobile Homes Act 1983 refers to the owner-occupier who rents a pitch on a site as an 'occupier'.

    For the purpose of the legislation, 'site owner' means the person (or company) who is legally able to let out pitches for or with a caravan, and who has to apply for a site licence. Another party may own the land.
