Summary

It analyses the balance between 'bricks and mortar' capital investment and subsidies paid to individuals, illustrating the negative impact of many years of reduced investment in social housing and increased reliance on housing benefit. It assesses the risks of the government's housing benefit reform agenda and suggests alternative policy solutions.
