Rights for hostel dwellers
Section 7 of the Housing (Scotland) Act 2001 gave Scottish Ministers the power to produce regulations that would set out the terms of the occupancy between a hostel dweller and a provider and a minimum period of notice for hostel dwellers.
These regulations are important, not just to protect the rights of people living in hostels and other forms of temporary accommodation, but because without such regulations, certain aspects of the Homelessness Act (2003) relating to intentionally homeless households cannot be commenced.
The Scottish Executive consulted on what these regulations should include by publishing a paper entitled Rights and Responsibilities in Temporary Accommodation in December 2004. You can read Shelter's response to this paper here.
There has been no further progress in developing these regulations. We will update this page when progress is achieved.
