Shared Services Funding

The Scottish Empty Homes Partnership administers a limited amount of funding from the Scottish Government each year to support Empty Homes Shared Services Incubator Projects.  Two new Shared Services Projects can be initiated each year.

The seed fund money for these projects is intended to make it easier for local authorities (sometimes in partnership with a Housing Association) to develop an empty homes service.  The seed fund money plus contributions from the project partners is put towards the costs of hiring an Empty Homes Officer for the two year incubator period.  During these two years the officer is usually shared between two councils and is either managed by a lead partner or by the Scottish Empty Homes Partnership at Shelter Scotland.  At the end of the two years projects should be able to show results both in terms of empty homes back in use as well as recovery of council tax debt.  Using these results the hope is that local authorities decide it is of value to mainstream their empty homes service and hire an Empty Homes Officer full time. 

There have been 6 Empty Homes Shared Services Projects to date. 

  • Homes Again Project - Scottish Borders Council, East Lothian Council, West Lothian Council, Fife Council, Dumfries & Galloway Council
  • Homes Again West - West Dunbartonshire Council & Renfrewshire Council
  • Forth Valley Empty Homes Project - Clackmannanshire Council (Year 1 only), Falkirk Council, Stirling Council
  • Lanarkshires Empty Homes Project - North Lanarkshire Council & South Lanarkshire Council
  • Glasgow Empty Homes Project - Glasgow City Council & Glasgow Housing Association
  • Dundee/Angus Empty Homes Project - Dundee City Council & Angus Council
  • Inverclyde Empty Homes Project - River Clyde Homes & Inverclyde Council
  • Orkney Empty Homes Project - Orkney Islands Council & Highlands and Islands Enterprise
