Sustaining Tenancies, preventing evictions and allocating homes: the new Housing Bill?

This half day conference, on the new proposals for the Housing Bill, was held on the 3rd March 2010 at the Glasgow Royal Concert Hall.

This event was an opportunity to learn more about the Bill as it goes through Parliament and discuss potential future proposals for the Bill that would strengthen the provision of housing support, prevent evictions more effectively, and improve the way that homelessness referrals between local authorities and registered social landlords work.

The event was chaired by Alan Ferguson, Director, CIH Scotland.

The first session was opened by Graeme Brown, Director, Shelter Scotland who set out Shelter’s vision for the Housing Bill.

In the first session, William Fleming, Head of Tenant Priorities team, The Scottish Government, gave an overview of what is included in the Bill, the parliamentary process and possible implementation schedule. William was followed by Michael Cameron, Acting Chief Executive of the Scottish Housing Regulator, who explained the likely impact of the Bill within local authorities and registered social landlords. This was then followed by a question and answer session.

Gavin Corbett, Head of Policy, Shelter Scotland, began the second session, looking at measures to ensure best practice in referrals between local authorities and RSLs. Gavin was followed by Councillor Jimmy Black, Housing Convenor, Dundee City Council, who focused on the importance of ensuring that eviction from social housing for rent arrears is a last resort.

Following a second question and answer session, Alastair Cameron, Chief Executive, Scottish Churches Housing Action looked at proposals to improve access to support for homeless households and homelessness prevention. Alastair was followed by Carol Hamilton, Tenants Services & Homelessness Manager, Stirling Council. Carol focused on the Council’s approach to providing housing support to everyone who is assessed as homeless. The matrix, housing support needs assessment and support plan referred to in Carol’s presentation are available below.  The event concluded with a final question and answer session.
