More Homes Scotland and the Development of a New Housing Agency for Scotland

This research, conducted by the UK Collaborative Centre for Housing Evidence, was commissioned by Shelter Scotland in December 2025 (before the government announced plans to bring forward a new national housing agency) to explore how a new land and housing agency could enable delivery of affordable housing supply.

Following the government's announcement, the research plan and timeline was amended to enable it to contribute to critical questions about the functions, form and design of the powers and mission of the agency. This report sets out these options in detail.
