The Homelessness etc. (Scotland) Act was passed by the Scottish Parliament in March 2003 and given Royal Ascent in April. This fact sheet sets out the Act's main provisions.

Summary

The Act radically changes the tests homeless people must face when they apply to a local authority for a service, and has been described as 'the most progressive homelessness legislation in Western Europe'. Shelter supported the bill throughout its parliamentary passage, praising the progressive nature of the new legislation.
