Our four-year strategy

Find out how Shelter Scotland plans to use the next four years to tackle the housing emergency in this article from our October Home newsletter for supporters.

The next four years

Scotland is in a housing emergency. But home is everything and we know what’s needed to turn the housing emergency around. So, thanks to your support, we’ve laid the plans needed to bring about change in the next four years.

Homelessness is at record levels. People’s housing rights are being breached every day. A generation of children is trapped in temporary accommodation. Black people and People of Colour are disproportionately failed. Finding a safe and affordable home in Scotland is more out of reach than ever.

This is what a housing emergency looks like:

  • 10,180 children trapped in temporary accommodation

  • 15,693 social homes are needed each year just to stop homelessness from rising

  • 19% fewer social homes being built

We know what’s needed to turn this situation around and, thanks to you, we’ll make it happen

Your unstoppable campaigning has moved the housing emergency to the top of the political agenda. Now we need to keep building on that momentum, so we can bring about real, long-lasting change.

Our goals for 2025-29

  • demand and secure a new generation of social homes

  • strengthen and enforce the right to a safe home for all

  • build a coalition to secure long-lasting change

We know what we want to see

By 2029, everyone facing homelessness will be treated with dignity and respect.

Public bodies will be anti-racist and anti-discriminatory. The supply of social homes will be increasing each year. The number of children in temporary accommodation will be falling fast.

Together, we will end this housing emergency. Thank you for being with us to help make it happen.
