With the 2012 target looming Shelter believes it is vital that homelessness prevention work forms a core part of homelessness services. Prevention work needs to address the threat of homelessness before the point of crisis is reached.

Our response focuses on proposals under the theme of housing. Housing is fundamental to the quality of children’s lives and the fulfilment of their statutory rights. Children need a home to feel safe, keep warm, stay healthy, and to play and learn.

Registration of Private Landlords consultation response

It is timely to be revisiting the regulations on the operation of Landlord Registration. Starting in March next year, the first landlords to register will begin the process of reregistration. We are disappointed, however, that the opportunity is not being taken to review the impact of registration, particularly the impact on standards in the private rented sector (PRS).

Regulations made under Section 32A of the Housing (Scotland) Act 1987

Shelter agrees, in principle, that there might be greater use of the private rented sector (PRS) by allowing local authorities, in some circumstances, to discharge their statutory duty to households who are homeless into a private let.
