Prevention of homelessness - Understanding changes to housing benefit

This half-day seminar was held in Edinburgh on 11th January 2011 to look at the implications for housing sector staff and service users of planned cuts in housing benefit and changes already made to local housing allowance.

The event was chaired by Graeme Brown, Director, Shelter Scotland. Alan Sinclair, Council Tax & Benefits Manager at City of Edinburgh Council, presented an overview and explanation of the key changes in housing benefit and local housing allowance.

Clair Malpas, Welfare Benefits Officer at Cassiltoun Housing Association then looked at the potential impact of these changes on the housing sector, tenants and service users.

The second part of the session gave delegates the opportunity to discuss the effects of the changes on their organisations and service users and to put their questions to a panel of housing benefit experts. Alan Sinclair and Clair Malpas were joined by John Blackwood from the Scottish Association of Landlords and Matt Lancashire from Citizens Advice Scotland on the panel.
