Shelter Scotland welcomes the opportunity to respond to this consultation on local connection and intentionality. Both local connection and intentionality were considered by the Homelessness Taskforce in the early 2000s and the groundwork was laid for these provisions to be suspended or removed, but no action has been taken since.
